SENIGALLIA - "La Sicilia in questi giorni si è tinta dei colori mondiali grazie al congresso dell'International Ecxutive Board IPA. Si è tenuto a Giardini Naxos, infatti, il Congresso Nazionale dell'International Police Association (I.P.A.).L'Associazione costituita nel 1949 dagli appartenenti delle diverse Forze di Polizia, presente nel mondo dislocata in 67 Stati ed in sei continenti. Il Questore di Messina Annino Gargano con il suo saluto di benvenuto ha aperto i lavori elogiando il lavoro dell' I.P.A e lo spirito dell'Associazione racchiuso nel motto "Servo per Amikeco"."Saluto l'I.P.A. perchè il contatto con i professionisti della sicurezza permette il raggiungimento degli obiettivi che noi ci prefiggiamo per il bene comune. Le nuove generazioni degli operatori di sicurezza hanno bisogno di voi. La formazione professionale non può andare in maniera disgiunta a una solida componente morale e personale fatta molto dalla vostra esperienza maturata negli anni. Sono tantissimi i problemi che ancora oggi investono i nostri uffici: dalla fragilità di taluni dipendenti che per taluni motivi compiono gesti estremi anche la fragilità legata ai rapporti personali: occorre quindi una rete professionale che saldi rapporti di amicizia tra tutti i componenti dell' I.P.A. e dei loro simpatizzanti. Le esperienze di ciascuno di voi sono importantissime per far si che sempre più i valori della legalità, il rispetto delle regole e della persona siano saldi e forti nella società moderna. Mi auguro che i lavori di oggi qui in Italia e nella provincia di Messina che vi ha accolto con un bellissimo sole e con il sole dei colleghi delle Polizie italiane possano essere un ulteriore miglioramento verso gli step dell'Associazione”

Il Presidente Internazionale dell'I.P.A. Martin Hoffmann ha dato il la al congresso ringraziando i presenti con queste parole:”Io amo venire qui in Italia. Abbiamo inserito molti progetti. Al di là dell'amicizia che mi lega al presidente Nazionale Nicolangelo Pezone, sono contento del lavoro svolto dal Comitato Italiano. Cito, ad esempio, quello di Antonio Molinaro e di Diego Tirolese straordinari precursori del verbo internazionale. Nel prossimo futuro occorrerà guardare l'aspetto professionale. L'I.P.A. fornirà un approccio sempre più professionale a livello internazionale così che gli agenti possano spendere le loro conoscenze maturate a livello mondiale nel proprio Paese. Vorrei che a livello internazionale ci fossero sempre più interscambi tra le Forze di Polizia e noi lavoreremo per questo. Vi auguro un buon proseguimento dei lavori".
Il Presidente Nazionale dell'I.P.A. Nicolangelo Pezone che ha presieduto i lavori del congresso nazionale. Al suo fianco il Vice Presidente Nazionale I.P.A. Antonio Molinaro e tutte le diverse componenti dell'Associazione con i rappresentanti delle 21 Delegazioni .E per la prima volta è stato presente il Comitato Esecutivo Internazionale al cui interno vanta la presenza italiana.
Ai lavori congressuali ha preso parte, nelle vesti di componente dell'International Executive Board anche l'ex presidente nazionale Diego Trolese. Straordinario condottiero trentennale di una associazione portata dallo stesso ai vertici dell'interesse mondiale.
" Ho fatto la gavetta. La mia volontà di iscrivermi in I.P.A. perchè non è settoriale, racchiude chiunque indossa una divisa. In tanti anni ho fatto il Presidente Veneto, Presidente Nazionale, Segretario Generale e Vicepresidente nazionale. E all'ultimo Congresso mondiale che si è svolto ad Atene ho avuto l'onore (dopo 70 anni che esiste l'I.P.A) di essere stato inserito all'interno del Comitato internazionale. Da qualche mese rivesto l'incarico di Presidente della Commissione professionale internazionale all'interno della quale ci occupiamo di formazione. Tra le altre cose sono membro effettivo del Centro di Formazione Internazionale dell'I.P.A. a Kinburg in Germania. A livello internazionale a noi italiani i colleghi ci riconoscono la validità in campo investigativo, soprattutto nell'ambito della lotta al terrorismo e alle mafie. Secondo loro abbiamo una buona legislazione tanto da aver dato loro svariati spunti utili per l'insegnamento delle competenze maturate. L'Italia, insomma, è davvero anche da questo punto di vista".
Il Presidente Nazionale Nicolangelo Pezone, ex Colonnello e Comandante della Polizia di Napoli con il suo intervento ha strappato applausi a scena aperta:
"Sono entrato nell'I.P.A. 47 anni fa. All'inizio. Non partecipavo attivamente ma cercavo di rendermi utile nelle attività sociali. Precedentemente l'I.P.A. era molto chiusa poi ci siamo aperti con il tempo. Io come Presidente I.P.A. Nazionale sono stato eletto nell'anno 2020/21 a Chioggia. Ho subito messo mano allo Statuto e al Regolamento per migliorarlo. Il primo obiettivo è stato avere un rappresentante nell'esecutivo mondiale e quest'anno ci siamo riusciti. Diego Trolese è stato eletto in Grecia e siamo stai fortunati perchè hanno accettato le nostre candidature riguardanti anche altri tre italiani. Ognuno è entrato a far parte di una Commissione. Il primo è entrato come Ufficiale di collegamento con le Nazioni Unite per I.P.A. Mondiale, il secondo è entrato come membro della borsa di studio "Arthur Troop fondatore dell'I.P.A e il terzo invece è entrato nella Commissione educazione. Oggi, entrando nel Terzo Settore, abbiamo bisogno anche di figure istituzionali e far giungere i nostri elenchi nelle prefetture. Renderci disponibili non solo per la nostra Associazione ma anche nella società civile. Ad esempio possiamo dare una mano in caso di calamità naturali, anche perché siamo abituati ad essere precisi a intervenire prontamente, abbiamo una conoscenza della legislazione. Noi cerchiamo di portare la legalità in tutti gli ambiti sociali. Quello maturato in terra di Sicilia è stato un Congresso eccezionale. Non avrei mai pensato di esser qui alla presenza del Comitato Esecutivo Internazionale e di Istituzioni importanti. Sono davvero soddisfatto. Poi con il Presidente di I.P.A. Internazionale, Martin Hoffmann abbiamo avuto un'ottima sintonia come avete avuto modo di vedere. Ora bisogna realizzare più meeting in Italia ma anche farci conoscere da più Forze di Polizia oltre che dalla società civile così da entrare a pieno titolo in tutte le iniziative che sono rivolte a bene comune”.
Merito per l'ottima organizzazione dell'evento è andato al Presidente I.P. A. della Sicilia Salvatore Puglisi e a tutti i suoi collaboratori.
"Stanco ma soddisfatto. Abbiamo scelto la location idea per accogliere gli amici delle altre parti d'Italia e quelli che provengono dall'Internazionale. Sono lavori impegnativi ma resta la soddisfazione che è stato un successo".
Presenti i rappresentanti dell 21 delegazioni nazionali tra i quali Vincenzo Iorio Presidente del Comitato Locale di Agrigento e Vice Presidente regionale I.P.A. Sicilia. Anche Palermo era presente con il Presidente I.P.A. Castrense Ganci, la segretaria Pinella Italiano e Fabio Melchiore dirigente di I.P.A. Palermo.

WORLD PRESIDENT MARTIN HOFMANN: SPLENDID NATION FROM EVERY POINT OF VIEW!
Sicily in recent days has been tinged with world colors thanks to the congress of the International Ecxutive Board IPA. In fact, the National Congress of the International Police Association (I.P.A.) was held in Giardini Naxos. The Association established in 1949 by members of the various Police Forces, present throughout the world in 67 states and six continents. The Police Commissioner of Messina Annino Gargano opened the proceedings with his welcome by praising the work of the I.P.A and the spirit of the Association contained in the motto "I serve for Amikeco".
"I salute the I.P.A. because contact with security professionals allows us to achieve the objectives that we set ourselves for the common good. The new generations of security operators need you. Professional training cannot occur separately from one solid moral and personal component made largely by your experience gained over the years. There are many problems that still affect our offices today: from the fragility of certain employees who for certain reasons make extreme gestures to the fragility linked to personal relationships: we therefore need a network professional that solid friendly relationships between all the members of the I.P.A. and their supporters. The experiences of each of you are very important to ensure that the values of legality, respect for rules and respect for the person are increasingly firm and strong in society modern. I hope that today's work here in Italy and in the province of Messina which welcomed you with a beautiful sun and with the sun of colleagues from the Italian Police can be a further improvement towards the steps of the Association"

The International President of the I.P.A. Martin Hoffmann kicked off the congress by thanking those present with these words: “I love coming here to Italy. We have included many projects. Beyond the friendship that binds me to the National President Nicolangelo Pezone, I am happy with the work carried out by the Italian Committee. I cite, for example, that of Antonio Molinaro and Diego Tirolese, extraordinary precursors of the international verb. In the near future it will be necessary to look at the professional aspect. The I.P.A. will provide an increasingly professional approach at an international level so that agents can use their global knowledge in their own country. I would like there to be more and more exchanges between the Police Forces at an international level and we will work for this. I wish you good continuation of your work."
The National President of the I.P.A. Nicolangelo Pezone who presided over the work of the national congress. At his side the National Vice President of I.P.A. Antonio Molinaro and all the different components of the Association with the representatives of the 21 Delegations. And for the first time the International Executive Committee was present, within which it boasts the Italian presence.
Former national president Diego Trolese also took part in the conference proceedings as a member of the International Executive Board. Extraordinary thirty-year leader of an association brought by him to the top of world interest.
"I have worked my way up. My desire to join the I.P.A. because it is not sectorial, includes anyone who wears a uniform. In many years I have been President of Veneto, National President, General Secretary and National Vice President. And at the last World Congress that is carried out in Athens I had the honor (after 70 years of existence of the I.P.A) of being included in the International Committee. For a few months I have held the position of President of the International Professional Commission within which we deal training. Among other things, I am an effective member of the International Training Center of the I.P.A. in Kinburg, Germany. At an international level, we Italians are recognized by our colleagues as valid in the investigative field, especially in the fight against terrorism and mafias According to them, we have good legislation, so much so that it has given them various useful ideas for teaching the skills they have acquired. In short, Italy is truly excellent from this point of view too."
The National President Nicolangelo Pezone, former Colonel and Commander of the Naples Police, drew widespread applause with his speech:
"I joined the I.P.A. 47 years ago. At the beginning. I didn't participate actively but I tried to make myself useful in social activities. Previously the I.P.A. was very closed then we opened up over time. As President of the National I.P.A. I was elected in The year 2020/21 in Chioggia. I immediately worked on the Statute and Regulations to improve it. The first objective was to have a representative in the world executive and this year we succeeded. Diego Trolese was elected in Greece and we have been lucky because they also accepted our applications regarding three other Italians. Each one joined a Commission. The first joined as Liaison Officer with the United Nations for the World I.P.A., the second joined as a member of the scholarship " Arthur Troop founder of the I.P.A and the third instead joined the Education Commission. Today, entering the Third Sector, we also need institutional figures and to send our lists to the prefectures. Make ourselves available not only for our Association but also in civil society. For example, we can lend a hand in the event of natural disasters, also because we are used to being precise and intervening promptly, we have knowledge of the legislation. We try to bring legality to all social areas. The one held in the land of Sicily was an exceptional Congress. I never thought I would be here in the presence of the International Executive Committee and important institutions. I'm really satisfied. Then with the President of I.P.A. International, Martin Hoffmann we had an excellent harmony as you have seen. Now we need to hold more meetings in Italy but also make ourselves known to more police forces as well as civil society so as to be fully involved in all the initiatives aimed at the common good".
Credit for the excellent organization of the event went to President I.P. A. of Sicily Salvatore Puglisi and all his collaborators.
"Tired but satisfied. We chose the ideal location to welcome friends from other parts of Italy and those who come from the International. They are demanding jobs but the satisfaction remains that it was a success".
Representatives of 21 national delegations were present, including Vincenzo Iorio, President of the Agrigento Local Committee and Regional Vice President of the I.P.A. Sicily. Palermo was also present with the President I.P.A. Castrense Ganci, the secretary Pinella Italiano and Fabio Melchiore manager of I.P.A. Palermo.
