Il componente dell'esecutivo Nazionale dell'IPA ricorda inoltre che milioni di donne nel mondo sono vittime di violenze domestiche; milioni di donne nel mondo sono comprate e vendute per alimentare il mercato della prostituzione; milioni di donne nel mondo sono violentate, molestate, schiavizzate, maltrattate, lese nell’autostima e ostacolate nel raggiungimento dell'indipendenza economica. E sempre più spesso a infliggere la violenza sono padri, mariti, compagni, amici o conoscenti.
La violenza contro le donne- afferma il noto avvocato- è una profonda violazione dei diritti umani, ad oggi probabilmente la più diffusa. E’ per tale ragione che tale fenomeno, rectius il contrasto a tale fenomeno non deve essere ricordato solo il 25 novembre ma ogni giorno perché solo parlandone ogni giorno dando formazione e informazione a tutti, dai più piccoli ai più grandi, dal comune cittadino al professionista, possiamo porre fine allo stesso. La violenza alle donne, non è un problema legislativo. A livello legislativo ormai non ci si può più lamentare nulla soprattutto con l’entrata in vigore dell’ultima legge, la n. 69 del 2019, c.d. Codice Rosso che, proprio in virtù delle parole utilizzate, “codice rosso”, ci fa capire che oggi nel nostro ordinamento giudiziario i processi attinenti alla violenza di genere, al femminicidio, hanno una corsia preferenziale su tutti gli altri processi con termini di svolgimento delle indagini e di conclusione del processo super celeri. E quindi perché, oggi, è ancora diffusa la violenza contro le donne?
Secondo La Scala è diffusa perché il problema è un problema culturale.
Sempre secondo il rappresentante IPA non è una legge che può risolvere un problema culturale che vive da millenni nella nostra società .
Non dimentichiamo -continua La Scala- che nel diritto romano, quello più arcaico, la donna era considerata una res, una cosa e il pater familias aveva il diritto di vita e di morte sulla donna. Quindi a livello legislativo al nostro legislatore, come si diceva prima- non si può rimproverare nulla perché ha fatto dei passi da giganti. Basti pensare, anche e soprattutto, all’ultima novità inerente il c.d. Reddito di Libertà, introdotto dal d.l. Rilancio n. 34/2020, convertito in L. n. 77/2020, e attuato dalla circolare Inps n. 166 dell’ 8 novembre 2021. Tale reddito di libertà, riconoscendo un sussidio economico alla donna vittima di violenza, che abbia avuto il coraggio di denunciare, rappresenta un invito alle stesse a non aver più paura a denunciare perché, anche, dal punto di vista economico non sono più sole.
La Scala conclude affermando che il problema della violenza sulle donne è, purtroppo, un problema universale; un problema trasversale che assume forme e manifestazioni diverse; un problema culturale che non conosce confini culturali e che nega alle vittime pari opportunità e pari diritti.
La condanna alla violenza contro le donne deve essere unanime, così come l'azione e la mobilitazione perché il fenomeno, in continua crescita, venga efficacemente contrastato. Una società come questa è una società sbagliata e va corretta il prima possibile. Come? Con l’unico vero strumento di contrasto: la “prevenzione” attraverso “l’informazione”. Pertanto non affanniamoci tutti a parlare del fenomeno solo il 25 novembre, parliamo ogni giorno perché solo parlandone metteremo fine a questo triste fenomeno e solo in quel momento potremmo vantare il privilegio di non parlane più!
L'International Police Association Italia,-affermano Nicolangelo Pezone presidente nazionale IPA e Mauro Nardella corrispondente IPA- nello sposare per intero il pensiero dell'avvocato Antonio La Scala si dice pronta a raccogliere la proposta di prevenire il male attraverso la giusta informazione e, soprattutto, essendo un organo che abbraccia tutte le forze di Polizia e con molti associati ancora in attività, affiancare la sua opera a quella del suo presidente dei probiviri.

As is well known, November 25 is the International Day for the Elimination of Violence Against Women. This recurrence, wanted and institutionalized by the United Nations on 17 December 1999, with resolution 54/134, which defines this violence as "one of the most widespread, persistent and devastating violations of human rights that, to date, is not reported, to because of the impunity, silence, stigmatization and shame that characterize it ».
November 25 represents, therefore, that date and in which everyone - from journalists, to politicians, to jurists and, also, to ordinary citizens - is anxious to talk, to organize meetings, conferences on this sad phenomenon so that it is put a point.
However, what the lawyer Antonio Maria La Scala, president of the College of Arbitrators of the International Police Association most regrets, is that, after 25 November, the situation is back to normal. That is, the interest in the phenomenon de quo is greatly diminished: no one talks about it anymore or at least very little about it!
The component of the National Executive of the IPA also recalls that millions of women in the world are victims of domestic violence; millions of women around the world are bought and sold to feed the prostitution market; millions of women around the world are raped, harassed, enslaved, mistreated, damaged in self-esteem and hindered in achieving economic independence. And more and more often it is fathers, husbands, companions, friends or acquaintances who inflict violence.
Violence against women - says the well-known lawyer - is a profound violation of human rights,
probably the most widespread to date. It is for this reason that this phenomenon, rectius the contrast
to this phenomenon must not be remembered only on November 25th but every day because only
by talking about it every day giving training and information to everyone, from the smallest to the
largest, from the common citizen to the professional. , we can end the same. Violence against
women is not a legislative problem. At the legislative level, we can no longer complain about
anything, especially with the entry into force of the latest law, no. 69 of 2019, so-called Red Code
which, precisely by virtue of the words used, "red code", makes us understand that today in our
judicial system the processes relating to gender-based violence, femicide, have a preferential path to
all other processes with terms for carrying out the super rapid investigations and conclusion of the
trial. So why is violence against women still widespread today?
According to La Scala it is widespread because the problem is a cultural problem.
Again according to the IPA representative, it is not a law that can solve a cultural problem that has lived in our society for millennia.
Let's not forget - continues La Scala - that in Roman law, the most archaic one, the woman was considered a res, a thing and the pater familias had the right of life and death over the woman. So at the legislative level, our legislator, as we said before, cannot be reproached for having taken giant steps. Just think, also and above all, of the latest news concerning the so-called Freedom Income, introduced by d.l. Relaunch n. 34/2020, converted into Law no. 77/2020, and implemented by the Inps circular no. 166 of 8 November 2021. This income of freedom, recognizing an economic subsidy to the woman victim of violence, who has had the courage to report, represents an invitation to them to no longer be afraid to report because, also, from the point of view economic are no longer alone.
La Scala concludes by stating that the problem of violence against women is, unfortunately, a universal problem; a transversal problem that takes on different forms and manifestations; a cultural problem that knows no cultural boundaries and that denies the victims equal opportunities and equal rights.
The condemnation of violence against women must be unanimous, as well as action and mobilization so that the phenomenon, which is constantly growing, is effectively countered. A company like this is a wrong company and must be corrected as soon as possible. Like? With the only real instrument of contrast: "prevention" through "information". Therefore, let's not all struggle to talk about the phenomenon only on November 25th, let's talk every day because only by talking about it will we put an end to this sad phenomenon and only at that moment we could boast the privilege of not talking about it anymore!
The International Police Association Italia, - affirm Nicolangelo Pezone national president of IPA and Mauro Nardella correspondent IPA - in fully embracing the thought of the lawyer Antonio La Scala says it is ready to accept the proposal to prevent evil through the right information and, above all ,, being a body that embraces all the police forces and with many associates still in activity, to support its work with that of its president of the arbitrators.
