Noi dell'International Police Association abbiamo avuto la fortuna di intervistarla e, quindi, conoscere questa straordinaria donna che prima di varcare la soglia di Rebibbia ha, in ordine, rivestito il ruolo di comando negli istituti di Alba, Lanciano, Sulmona e Torino.
-Salve Dr.ssa Brunetti e grazie per aver accettato l'invito dell'International Police Association. Difficile mondo quello delle carceri e difficile il compito che spetta svolgere all'interno di tale contesto dagli uomini in divisa-
“Buongiorno, grazie a lei per il graditissimo invito che mi onora molto. Io sono una Poliziotta Penitenziaria. Il Poliziotto Penitenziario è un professionista al servizio della “ polis” e, dunque, della società tutta. Egli deve garantire che l’esecuzione penale risponda a criteri assoluti di umanità e civiltà. La Polizia Penitenziaria è l’unico Corpo Nazionale che , oltre alla possibilità di incidere sull’habeas corpus, abbia ricevuto dalla Costituzione un “munus”(come recita il nostro motto) più ampio, un mandato culturale intriso di orgoglio morale. Al Poliziotto Penitenziario è dato l’ onere di partecipare , anche con l’esempio, al cambiamento della forma mentis di intere generazioni e di incidere sull’evoluzione culturale della società al fine di ridurre la recidiva e, quindi, l’incidenza della violazione della legge penale sulla sicurezza sociale”
-La sua identità di Poliziotto penitenziario, come ama definirsi, si colloca all'interno di un contesto familiare che ha investito molto nel campo penitenziario. Come si ritrova nelle vesti di Comandante di uno degli istituti più importanti d'Europa?-
Ho lavorato in altri ambienti ed in altra Forza dell’Ordine e sono espressione di una famiglia “penitenziaria”, nella misura in cui ho vissuto l’esempio dei miei genitori (mio padre è stato Provveditore Regionale per la Campania e per la Puglia e prima è stato Direttore di Istituti Penitenziari; mia madre è stata educatore in carcere; mio fratello è Direttore di istituto penitenziario), ma non cambierei nulla della mia storia personale e professionale. Nascere in una famiglia vocata al lavoro penitenziario, mi ha resa , sin da bambina, parte della “famiglia penitenziaria” ed in particolare mi ha fatto amare l’uniforme che vesto come fosse una seconda pelle. In Istituto mi sento a casa e, probabilmente, rispetto ai colleghi neofiti di ambiente penitenziario, non ho vissuto alcun tipo di difficoltà nel lavorare in Istituti penitenziari ai quali ero già abituata e di cui già conoscevo i rumori e le atmosfere. L’operatività della Polizia penitenziaria si adatta al mio modo di essere. Ho scelto di fare il Comandante di Istituti Penitenziari poiché, a mio parere, è la più ampia possibilità di crescita umana e professionale che lo Stato , la società e l’Amministrazione, di cui mi onoro di far parte, mi abbiano offerto. Colgo l’occasione per ringraziare la mia Amministrazione per avermi consentito di lavorare negli Istituti Penitenziari a contatto con una umanità ferita.
-Quanto c'è di lei e quanto della sua famiglia nella scelta fatta di divenire espressione autentica del mondo penitenziario?-
La mia è stata la scelta più desiderata, l’unica per me, anche perché per carattere sono un’operativa. L’uniforme è cucita su di me e, nell’indossarla, mi vesto ogni giorno di orgoglio. Il Corpo della Polizia Penitenziaria, che amo visceralmente, veste , con i suoi 207 anni di gloria ( è uno tra i Corpi più longevi), la mia anima e mi rende fiera. L’uniforme dà evidenza alla mia onesta fatica quotidiana e rende omaggio al lavoro dei miei familiari. Mio padre, Provveditore, uomo di grande cultura ed onestà , diceva di aver imparato il mestiere dal Comandante ed amava il Corpo di cui apprezzava le eccezionali capacità ed umanità. A Trani, al tempo del terrorismo, lui che è riportato su alcuni libri di storia con l’appellativo attribuitogli dai terroristi di “Servitore dello Stato”, a fianco del Generale dalla Chiesa, ebbe a rinunciare alla scorta per non esporre gli appartenenti al Corpo al rischio della vita. Mio padre è stato per me faro umano e professionale e mi ha trasmesso, nel vano tentativo di eguagliarlo, l’amore per il Corpo, per la sapienza e per il coraggio dello stesso. Mia madre mi ha fatto capire che nel lavoro del poliziotto penitenziario è fondamentale la comunicazione con gli altri operatori, in particolare con quelli del trattamento, poiché tutti partecipano a quello stesso mandato di sacrificio per il bene della società. Io e mio fratello, che è esempio di indiscussa preparazione, ci onoriamo di aver seguito l’esempio genitoriale. I miei figli mi guardano con orgoglio quando mi vedono in uniforme ed interpretano il mio lavoro come una missione di umanità e di coraggio. Vedere i figli con gli occhi fieri , mi fa tornare ad essere quella bambina che guardava fiera il padre e sognava di vestire l’uniforme dei colleghi del Corpo.
-Ci hanno raccontato di vite da lei tratte in salvo tra i detenuti a dimostrazione della delicatezza del ruolo svolto da questa importante componente delle forze di polizia. Esperienze uniche , ce lo può raccontare?-
In realtà mi è capitato in due circostanze: una volta sono salita con la scala dell’istituto ; un’altra volta con l’autoscala dei Vigili del Fuoco perché il detenuto era salito troppo in alto. Di queste esperienze vorrei condividere solo la preoccupazione per il rischio di caduta delle due persone detenute ed il desiderio, quale motore di coraggio, di trarle in salvo. Non vi è chi non veda quale sia, nel nostro lavoro, il pensiero per la sicurezza e la incolumità delle persone .Ogni esperienza di salvataggio e cura della vita umana è preziosa tanto da volerla custodire nel cuore, perché il nostro dovere di “custodia” è da intendersi in primis come protezione della vita e rispetto e riservatezza per le sofferenze altrui. L’esperienza davvero bella che posso invece condividere , anche al fine di dare meritato lustro non già solo al mio lavoro, ma soprattutto al Personale di Polizia Penitenziaria con cui ho l’onore di lavorare quotidianamente, è stata una esperienza corale con condivisione di sentimenti: la soluzione di una rivolta senza feriti. La condivisione di un intervento operativo e la proiezione reciproca dei diversi sentimenti tra gli attori dell’intervento stesso è un episodio di grande forza. Nonostante la gravità dell’evento , grazie alla professionalità ed al coraggio del Personale di Polizia Penitenziaria che era con me pronto a sacrificarsi , l’evento critico è stato controllato e superato. Ho avuto la gioia di vedere la fatica negli occhi di tutti i poliziotti penitenziari del reparto, ma anche il senso di appartenenza allo Stato e la fierezza di essere dei professionisti eccezionali e degli operativi rispettosi delle norme. In quella occasione siamo riusciti a coniugare operatività, strategia, mediazione nell’assoluto rispetto delle norme a garanzia del senso di civiltà che deve permeare il nostro agito nella esecuzione penale, con la certezza, altresì, che dalla civiltà della esecuzione pensale si possa evincere la civiltà di uno Stato.
-Esperienze gratificanti e dolorose si mescolano quotidianamente nel mondo difficile delle carceri-
Altra importante esperienza è stato un notevole successo riconosciutoci nell’attività di Polizia Giudiziaria nella gestione dei detenuti Alta Sicurezza (appartenenti alla criminalità organizzata). L’esperienza più brutta, invece, è certamente quella della morte: un senso di impotenza ti addolora profondamente. Povertà, dolore, sofferenza, disagio, morte ti feriscono e ti trafiggono il cuore attraversandoti l’anima. Facendo questo lavoro percepisci la sofferenza degli esseri umani e per comprenderla occorrono grande forza e notevole coraggio. Si lavora, però, con la consapevolezza che queste esperienze di dolore ti rendano migliore. Nella paura e nella sofferenza altrui si ha lo specchio dei propri timori.
-Volendola presentare ai più come la descriverebbe l'esperienza del Poliziotto penitenziario italiano?-
Direi che è una occasione meravigliosa, intrisa di fatica, ma anche di approfondimento, di analisi, di arricchimento continuo. E’ una professione nobile, sempre diversa, una missione! Un mestiere operativo e sfaccettato: analisi strategica, polizia giudiziaria, condivisione, partecipazione, aiuto, riflessione, umanità. Un lavoro unico, completo! E’ una professione che consiglio a chiunque abbia voglia di sperimentarsi nel superamento dei propri limiti, preconcetti e pregiudizi con l’onore di farlo rappresentando lo Stato in un ambiente dai delicatissimi equilibri.
-Cosa si aspetta per il futuro?-
Qualunque dovesse essere il futuro della carriera e, conseguentemente dei professionisti, lavorare per le mete che lo Stato vorrà indicare, con il senso del dovere, con i sentimenti di umiltà ed umanità che contraddistinguono il Corpo, sarà ulteriore dimostrazione di valore perché questo è il Corpo di polizia che, unico, si occupa dell’esecuzione penale e di ogni forma di disagio.
-Grazie Dr.ssa Brunetti per il quadro estremamente interessante che ci ha fatto del lavoro del Poliziotto penitenziario-
Ringrazio molto per questa preziosa occasione di riflessione e per la possibilità che ho avuto di ricordare mio padre che incontro ogni giorno nei miei ricordi e nei valori che mi ha trasmesso attraverso e grazie a questa straordinaria esperienza lavorativa ed umana.

INTERVIEW SARAH BRUNETTI FIRST DIRECTOR OF THE PENITENTIARY POLICE AND DEPARTMENT COMMANDER OF THE ROME REBIBBIA PRISON.
The content of this semester's column is worth mentioning the very interesting interview given by the First Director of the Penitentiary Police Sarah Brunetti, who for a few months has been the department commander of the largest prison in Italy, namely Roma Rebibbia. Through her we will try to understand the values and pitfalls of one of the most delicate and difficult professions to face.
-Hello Dr.ssa Brunetti and thank you for accepting the invitation of the International Police Association. The world of prisons is difficult and the task that men in uniform have to carry out within this context is difficult.
“Good morning, thank you for the very welcome invitation which honors me greatly. I am a Penitentiary Police Officer. The Penitentiary Policeman is a professional at the service of the "polis" and, therefore, of society as a whole. He must guarantee that criminal execution meets absolute criteria of humanity and civility. The Penitentiary Police is the only National Body which, in addition to the possibility of influencing habeas corpus, has received from the Constitution a broader "munus" (as our motto states), a cultural mandate imbued with moral pride. The Penitentiary Police Officer is given the burden of participating, also by example, in the change in the mindset of entire generations and of influencing the cultural evolution of society in order to reduce recidivism and, therefore, the incidence of violation of criminal law on social security"
-His identity as a Penitentiary Policeman, as he likes to define himself, is placed within a family context that has invested a lot in the penitentiary field. How do you find yourself in the role of Commander of one of the most important institutes in Europe? -
I have worked in other environments and in other law enforcement agencies and I am the expression of a "penitentiary" family, to the extent that I have lived the example of my parents (my father was Regional Superintendent for Campania and Puglia and before was Director of Penitentiary Institutions; my mother was an educator in prison; my brother is Director of a penitentiary institution), but I would not change anything about my personal and professional history. Being born into a family dedicated to penitentiary work made me, since I was a child, part of the "prison family" and in particular made me love the uniform that I wear as if it were a second skin. I feel at home in the Institute and, probably, compared to my colleagues who are new to the penitentiary environment, I have not experienced any type of difficulty in working in penitentiary institutions to which I was already accustomed and whose noises and atmospheres I already knew. The operation of the Penitentiary Police adapts to my way of being. I have chosen to be the Commander of Penitentiary Institutions because, in my opinion, it is the widest opportunity for human and professional growth that the State, society and Administration, of which I am honored to be part, have offered me. I take this opportunity to thank my Administration for allowing me to work in penitentiary institutions in contact with wounded humanity.
-How much of you and how much of your family is there in the choice made to become an authentic expression of the penitentiary world?-
Mine was the most desired choice, the only one for me, also because by character I am an operative. The uniform is tailored to me and, wearing it, I dress with pride every day. The Penitentiary Police Corps, which I love viscerally, dresses, with its 207 years of glory (it is one of the longest-lived Corps), my soul and makes me proud. The uniform highlights my honest daily effort and pays homage to the work of my family members. My father, Provveditore, a man of great culture and honesty, said he had learned his trade from the Commander and loved the Corps whose exceptional abilities and humanity he appreciated. In Trani, at the time of terrorism, he who is reported in some history books with the nickname given to him by the terrorists of "Servant of the State", alongside the General Dalla Chiesa, had to give up the escort so as not to expose the members of the Corps at the risk of his life. My father was a human and professional beacon for me and passed on to me, in a vain attempt to equal him, his love for the Corps, for its wisdom and courage. My mother made me understand that in the work of a prison policeman, communication with other operators is fundamental, in particular with those involved in treatment, since they all participate in the same mandate of sacrifice for the good of society. My brother and I, who are an example of undisputed preparation, are honored to have followed our parents' example. My children look at me with pride when they see me in uniform and interpret my work as a mission of humanity and courage. Seeing my children with proud eyes makes me go back to being that little girl who looked proudly at her father and dreamed of wearing the uniform of her colleagues in the Corps.
-They told us of the lives she saved among the detainees, demonstrating the delicate role played by this important component of the police force. Unique experiences, can you tell us about it? -
In reality it happened to me in two circumstances: once I climbed the institute ladder; another time with the Fire Brigade ladder truck because the inmate had climbed too high. Of these experiences I would like to share only the concern for the risk of falling of the two detained people and the desire, as a driving force of courage, to rescue them. There is no one who does not see how, in our work, we think about the safety and security of people. Every experience of saving and caring for human life is so precious that we want to keep it in our hearts, because our duty of "safeguarding" it is to be understood primarily as protection of life and respect and confidentiality for the suffering of others. The truly beautiful experience that I can instead share, also in order to give deserved prestige not only to my work, but above all to the Penitentiary Police Staff with whom I have the honor of working on a daily basis, was a choral experience with sharing of feelings : the solution of a revolt without injuries. The sharing of an operational intervention and the mutual projection of different feelings between the actors of the intervention itself is an episode of great strength. Despite the gravity of the event, thanks to the professionalism and courage of the Penitentiary Police Staff who were ready to sacrifice themselves with me, the critical event was controlled and overcome. I had the joy of seeing the fatigue in the eyes of all the prison officers in the department, but also the sense of belonging to the State and the pride of being exceptional professionals and operators who respect the rules. On that occasion we managed to combine operations, strategy, mediation in absolute compliance with the rules to guarantee the sense of civility that must permeate our actions in criminal execution, with the certainty, also, that the civility of the criminal execution can be deduced civilization of a state.
-Rewarding and painful experiences mix daily in the difficult world of prisons-
Another important experience was the notable success achieved in the Judicial Police activity in the management of High Security prisoners (belonging to organized crime). The ugliest experience, however, is certainly that of death: a sense of helplessness pains you deeply. Poverty, pain, suffering, discomfort, death hurt you and pierce your heart, crossing your soul. By doing this work you perceive the suffering of human beings and to understand it requires great strength and considerable courage. However, you work with the awareness that these painful experiences make you better. In the fear and suffering of others we have the mirror of our own fears.
-Wanting to present it to most people, how would you describe the experience of the Italian prison policeman?-
I would say that it is a wonderful opportunity, full of effort, but also of in-depth analysis, of continuous enrichment. It is a noble profession, always different, a mission! An operational and multifaceted profession: strategic analysis, judicial police, sharing, participation, help, reflection, humanity. A unique, complete work! It is a profession that I recommend to anyone who wants to experiment with overcoming their own limits, preconceptions and prejudices with the honor of doing so by representing the State in an environment with very delicate balances.
-What do you expect for the future?-
Whatever the future of one's career and, consequently, of professionals, may be, working towards the goals that the State wishes to indicate, with the sense of duty, with the feelings of humility and humanity that distinguish the Corps, will be a further demonstration of value because this is the The only police force that deals with criminal enforcement and any form of inconvenience.

I am very grateful for this precious opportunity for reflection and for the opportunity I had to remember my father whom I encounter every day in my memories and in the values he passed on to me through and thanks to this extraordinary work and human experience.
